CEPA is an economic and finance policy advisory firm focusing on issues where economics, finance and public policy overlap.
We provide advice on the efficient and effective regulation of utility type businesses, across the energy, water, transport and postal sectors, and on the appropriate role of markets and private capital, alone or in partnership with the public sector, in the delivery of infrastructure and other public services. We have supported governments, regulated companies and regulators across Europe in developing and implementing public policy initiatives, managing infrastructure sector reforms, strengthening institutions and providing finance and transaction advisory support.
CEPA offers considerable experience of: identifying options to address regulatory barriers, including access and charging, to offshore grid development; identifying practicable methods of funding offshore solutions; and identifying and analysing possible public policy options.

Ofgem – RPI- X@20
Ofgem is currently carrying out a project to review the effectiveness of regulation in the UK (often called RPI – X regulation) to evaluate its effectiveness after 20 years. CEPA has been commissioned to carry out a wide ranging review of regulatory frameworks used internationally and across regulated industries to inform the development of possible alternative models for the UK.
Sustainable Energy Ireland – Commercial Arrangements for Small Scale renewable and CHP generation
CEPA was recently commissioned by Sustainable Energy Ireland to consider arrangements for small-scale renewable and combined heat and power generation. The study was designed to consider whether the existing Irish market arrangements create any barriers to the development of small scale and, particularly, micro-generation technologies.
The British Wind Energy Association – Reforming Transmission Access Arrangements
CEPA was commissioned by the BWEA to consider the potential impacts of a proposal to amend the existing arrangements for allocating capacity on the transmission network to promote the development of renewable generation.
NMa – The Economic Case for a New Interconnector
CEPA advised NMa (Dutch Competition Authority) about the economic case for a new interconnector (BritNed). NMa used the advice from CEPA to inform its advice to the Dutch Government about whether to, and the terms on which to, grant an exemption for BritNed from certain requirements of EU electricity directives.
Regulatory Support to a New Market Entrant
CEPA provides advice on regulatory policy and strategy to a new entrant into the UK market. The advice supports a corporate strategy to develop a diversified portfolio of thermal and renewable generation in the UK. Advice has been provided over a period of circa twelve months and has covered transmission access and charging, identifying and appraising connection opportunities and supporting acquisition activity.
